What is the NTP or National Training Program?

The National Training Program is the core and basis to a Sports Federation or an MNA (Member National Authorities) to receive international federation (World Sailing) recognition for their established sailing training program.

The World Sailing Recognized Training Accreditation provides a framework against which an NTP (for dinghy, multihull, windsurf, kiteboard, keelboat and yachting) can be audited and mapped to international ‘best practice”, ensuring that certain core elements are in place and at a sustainable level.

The process is based on the programme contents of the World Sailing National Training Programme (NTP) guidelines document, SASCOC (South African Sports Confederation and Olympic Committee) and IOC (International Olympic Committee) sports Pathway.  These are just the basis of what would need to be demonstrated at WS accreditation audits and practised by the Sa Sailing National Training programme to reach a required minimum international standard. 

Core Items that must be shown to be in place at a suitable level are clearly identified by these bodies mentioned above and have been taken into consideration throughout the process of formulating and updating the SA Sailing National Training Program.

The NTP or National Training Scheme can be summarized as the delivery mechanism for South African Sailing’s offering to its customer. 

It is the framework against which the following objectives are provided for

  • Enables the sailing customer a framework in order map their way through making sailing a sport for life
  • Maps out and ensures Long Term Participation Development (LTPD)
  • Maps Out and ensures Long Term Instructor & Coach Development (LTCD)
  • Maps Out and ensures Long Term Officials Development (LTOD)
  • Aligns and provides a tool and framework to measure efforts and progress for all sailing stakeholders (i.e. sailors, officials, coaches, committees etc)
  • Enables an auditing process against international best practices and Department and NOC/SASCOC requirements and benchmarks
  • Enables a structured training program that acts as a strong foundation for growing the strength of sailing as a whole
  • Enables the ability to access financial assistance and seek sponsorship through programs that are structured and aim towards sustainability, retention, framework and professionalism
  • Ensure that SA Sailing as a sports federation/MNA are able to fulfill the requirements needed for sustainability, growth in the sport and developing and achieving performance accolades

It is the Framework that ensures retention of the World Sailing Recognized Training Accreditation for SA Sailing , which is important for the following reasons:

Funding:

  • Sport development funding will often only be provided to sports that have an independently recognized sport delivery program. World Sailing provides such international recognition to National Federations against the NTP Framework. This particularly applies to new and emerging nations, which World Sailing needs to attract. (World Sailing currently categorizes SA Sailing as a Level 2a Emerging Nation – 2019). 
  • While funding towards elite athlete development is available from National (Olympics) Government funding and other avenues for example Lotto Funding.

Safety:
Builds and highlights various safety aspects of the sport to ensure that they are provided or mitigated against to provide a safe environment to all participants, so that they can enjoy the sport with piece of mind.

Value of awards:
Recognition implies a high standard of best practice supported by the use of the World Sailing brand. This in turn means that training awards have an international value to those they are awarded to, both students and coaches.

Continual access to 'best practice':
'Recognition' is joining the World Sailing Training Family and provides constant access to shared information about improvements in equipment, changes to standards and the latest training techniques.

Maintenance of high quality standards:
Recognition is a rolling process involving periodic re assessment thus ensuring continuity of high standards.
